They call a repeating client base.

There&#039;s little incentive for the prison industry to actually succeed in terms of rehabilitation and massive incentives for them to fail.

Add to that our proclivity for incarcerating drug offenders as if they were all little Jeff Dahmers, and it&#039;s easy to see why the system self-perpetuates while only producing costs for the rest of us.
